PRINCIPLES TO BE CONSIDERED IN DRAFTING THE COMPETITION BRIEF

1. In designing the park, to consider the possibility of testing the modern approaches to the organization of mobility.
One of the ways to prevent the complications of the traffic situation in the area that may arise as a result of the park emergence— big popular point of attraction — is to develop new mobility concept. The park can become an incentive to test and develop aspects related to new mobility for Saint Petersburg in general. To take into account the development of the means of micromobility, to plan the territory as a demonstration project on the humanization of the environment.
To assess the possibility of reorganization of the existing transport infrastructure, including those caused by the narrowing the traffic lanes for cars.

2. To connect the park with comfortable pedestrian communications.
To consider the pedestrian frame in the context of the walking routes across the city center.
To develop the pedestrian connections of the park with other public spaces of the city. To consider the formation of the complex "cultural landscape", combining key objects of attraction and demonstration in the city with convenient connections. To propose the specific changes / infrastructure solutions to improve the pedestrian connectivity in the areas adjacent to the park.
To include such areas as Likhachev Square, Mytninskaya Embankment, the space of Dobrolyubov Avenue, as well as its intersection with Bolshoy Avenue of the Petrograd Side, the Dam ofTuchkov Bridge directly into the design battery limits. To provide for the pedestrian accessibility to Likhachev Square.

3. To assess the position of the park in the cultural landscape and to propose the appropriate links for development of the entire system.
It is necessary to study the subject of urban ensembles: the park should be considered in the chain of "postcard views" of Saint Petersburg. Taking in account the limited size of the park, it is necessary to view it as an element in the chain of other "cool places". There should be an opportunity to go/drive/sail away from the park — to other places.

4. It is necessary to study green links to the central part of the city comprehensively;
Within the project, it is recommended to develop a detailed proposal on connection with Petrovsky Island, to provide connectivity with Knyaz-Vladimirsky and Uspensky Squares, Alexander and Peter Parks and other adjacent landscapes. In designing of the green frame, to consider complex planting, mainly organized by means of trees.

5. To consider alleys of trees along with shrubs and the lower tier
of vegetation ("boulevard") as a connecting element of the whole park and adjacent streets, squares and embankments. To link two bridges by the boulevard along the embankment: Tuchkov and Birzhevoy, as well as to provide for continuous pedestrian traffic from all sides of the park by means of boulevards. To introduce in the concept the possibility of connection by boulevards with neighboring embankments Petrovskaya, Kronverkskaya, Zhdanovskaya, as well as with neighboring streets and avenues Dobrolyubov, Bolshoy Prospekt and Zoologichesky Lane and Kronverksky Prospekt. To provide for the possibility of opening the boulevards before opening the main part of the park.

6. To consider transport connection by water.
To consider the water resources as a potential for the formation of the green frame and pedestrian links that are difficult to organize on the ground.

7. To pay considerable attention to the development of the proposal for the embankment.
Development of the proposal for the embankment, as well as ensuring the connection of the park with the embankment is a significant point in the design of the park territory.

8. To evaluate the impact of the park on traffic flows.
For a short-term period, to take into account the existing traffic flows. For the prospect, to propose a complex policy for development of the central city area (for example, introduction of the paid parking). To evaluate the need and effect of using the built-in parking. (Note: Formation of the complex transport policy in the central part of the city is not the subject of the competition. The thesis is contained in the resolution in order to reflect the views expressed at the event.)

9. To provide a key link between the park and the subway.
To consider that the majority of visitors will come to the park by subway. To propose convenient links through the territory of SC Yubileyny.

10. It is necessary to consider the park as the maximally open public space, connected to the utmost extent with the surrounding territories, and not a high security facility.
To determine the entry points to the park, in particular, to review the layout of public transport stops. To develop logistic schemes of the park, internal communications. To provide for the possibility of distribution of the transit pedestrian flows and micromobility with flows inside the park.

PRINCIPLES ARE RECOMMENDED TO BE CONSIDERED IN DRAFTING THE COMPETITION BRIEF

1. To take into consideration the restrictions and opportunities imposed by underground infrastructure.

2. To propose economically reasonable solutions. To propose solutions that will be comparable to economic realities of the city budget, as well as the operating services.

3. To set the adaptability and flexibility to possible future changes.

IDEAS THAT MAY BE USEFUL IN DRAFTING THE COMPETITION BRIEF

The park will be implemented by different subjects, and the success of the project depends largely on establishing communications between them, here not only development
of design proposals, but also that of common value positions is required. There is a need for a communication platform.

The creation of such communication platform is one of the prerequisites for the success of this project and subsequent urban projects.

Taking into account that today we look at the park — as a demonstration site for the best practices of Saint Petersburg, a proposal was made on establishing links with the academic community of the city.
