Experts proposed using Tuchkov Buyan as the starting point for Saint Petersburg's development concept

The architectural concept for Tuchkov Buyan should mark the first step in the development of Saint Petersburg's transportation system and the creation of new links which might appear as a result of the creation of a park on Vatny Island. This and other subjects were discussed by participants at the round table discussion organised by Strelka KB together with the European University at Saint Petersburg.

Ilya Filimonov, architect with the INTERCOLUMNIUM studio, stated, "I consider this competition an opportunity to start a dialogue about the city's global connectivity and global routes. It makes sense to assess a wider concept with an understanding that we need to work towards commuter parking on the periphery, the development of public transportation, and a new concept of mobility. We cannot do without this assessment of the park in the context of the Petrograd side and Vasilievsky Island."

Steve Kuddins, founder of the Beautiful Petersburg project, reminded that developers of concepts for the art park need to remember all of the transportation challenges that Saint Petersburg faces today: "On the other hand, we are trying to plan for the long-term here. We need to understand that the concepts for the park should answer the question of what will happen with the park in forty years. This especially applies to underground area, as in the future, they may not even be needed for parking personal cars. I think it's very important to think through all of these different scenarios."

Ekaterina Kuznechikova, architect on the Waterfront project, suggested, "This is a place where a person could connect with the water; where there are no barriers, fences, or anything else; where a person could simply walk down to the shore and interact somehow with the water in the historical centre of Saint Petersburg. That would be really great."

Yana Golubeva, architect and CEO of the MLA+ bureau, served as moderator of the round table. Other participants in the expert session included Ilya Reznik, transportation expert at the Urbanika ETP; Anna Katkhanova, head of the exhibition and competition sector of the Urban Planning and Architecture Committee of Saint Petersburg; Nadezhda Tikhonova, delegate of the Legislative Assembly of Saint Petersburg; Elena Chernova, head of the laboratory on the sociology of urban planning at RosNIPIurbanistiki JSC; and other experts.

In April, during his visit to Saint Petersburg, President Vladimir Putin supported the idea of developing the park space instead of creating a judicial district, which was intended for construction on the Petrograd side between Prospekt Dobrolyubova and the Neva. After that, the vice governor of Saint Petersburg, Alexander Beglov presented a project by which a park and theatre-museum complex will be constructed on the site. Afterwards, Beglov announced that the external appearance of the final project will be up to Petersburg residents themselves. In the voting on the name of the Saint Petersburg art park, Tuchkov Buyan, the historical name of the location, won a majority.

The preparations for the open international competition for landscape architecture concepts for Tuchkov Buyan began in September 2019. It includes the development of the schedule and rules for the competition, project principles, and a project website. Strelka KB plans to attract experts from Saint Petersburg in order to formulate a technical specification for the architectural competition, based on which the finalist teams will be able to prepare their projects. To this end, a series of expert round tables was organised which will take place in Saint Petersburg from 21 to 31 October.
